Case Studies

Activating waterways and harbours for all

Sparrowly Group was engaged by the Department of Regional NSW to develop the South Coast Marine Tourism Harbour and Waterway Activation Strategy. This strategy focused on the investigation and identification of key marine tourism activation opportunities along the NSW South Coast.

OUR APPROACH

This strategy focused on key harbours and waterways of Wollongong, Kiama, Shellcove, Huskisson and Ulladulla. Essential to its development was deep immersion in the South Coast region with site visits to each identified location including robust stakeholder consultation. This allowed us to map and identify opportunities, and discover key barriers to enablement including understanding land management and tenure.

Critical to enablement was to ensure this work connected in with existing strategies and plans including the South Coast Marine Tourism Strategy and South Coast Boating Network Plan.

Key to ensuring advocacy and commitment to its implementation was the collaborative working relationship developed with the Project Control Group (PCG), represented by state government department representatives, local government and other agencies. This included a co-design workshop to finetune themes and opportunities, and collaboratively develop pathways to enablement.

IMPACT

The Strategy and Action Plan was delivered for implementation by the dedicated Project Control Group – a collaboration of key local and state government agencies including Department of Regional NSW, Councils, Transport for NSW, Crown Lands, NSW Port Authority and Destination Sydney Surrounds South.

The Strategy and Action Plan was recognised for bringing key stakeholders together collaboratively and its success is in the commitment made towards a collective commitment to implementation.

Growing the future of Australian farming

Bundaberg is a key agricultural region in Queensland focused on the future of Australian farming and in particular agricultural innovations.

In light of that, Central Queensland University (CQU) launched the Agtech Implementation Initiative program (the Agtech Program) which was designed to create opportunities for agricultural technology development. This program is part of a broader agtech initiative that’s being delivered by CQU University’s Institute for Future Farming Systems in the region. Its goal is to provide opportunities for local producers to trial new and innovative agtech solutions with local producers and stimulate interactions that will build an environment that supports agtech development into the future.

CQU engaged Sparrowly Group to develop a decision-making framework that would support them to deliver their Agtech Program and better support local producers and understand key priorities in the Bundaberg region.

OUR APPROACH

To support CQU’s Agtech Program, Sparrowly Group developed processes that provided CQU with a clear decision-making framework which then allowed them to better implement the Agtech Program. We did this by:

  • Identifying those agtech solutions that met technical and commercial ‘readiness levels’ and so were ready to be trialled with local producers. We used a series of easily accessible attributes to analyse each solution.

  • Segmenting the priority needs within the region’s agriculture industry to ensure markets exist for each agtech solution.

  • Taking on customer discovery to understand and map market needs in detail. This information was used directly by University personnel for strategic decision making.

  • Aggregating agtech trial specifications including participant eligibility and contract establishment.

  • Capturing data for continual process improvement and for delivering strategic actionable information to the industry for extension activities.

IMPACT

We provided CQU with blueprint frameworks that provided these elements. More importantly, it allows them to make better decisions around the trialling of agtech solutions under the Agtech Program. CQU launched the blueprint decision-making frameworks into their program and are currently using them to determine which agtech trials they should focus on and the best process for their execution.

This also allowed them to conduct discovery interviews with the local agricultural sector. By doing this, they were able to map out industry-level challenges and prioritise strategic agtech solutions allowing producers in the Bundaberg agricultural industry to better meet those challenges.
