Transforming futures for students

NSW Department of Education engaged Sparrowly Group to undertake an independent evaluation of the Regional Industry Education Partnership (RIEP) Program and make recommendations for future programming. The RIEP Program facilitates the development of partnerships between industry and high schools to increase the awareness of potential career pathways for students.

OUR APPROACH

We started with a review of literature and available data in order to develop a program logic model clarifying program objectives, inputs, activities, outputs and short, medium and long term outcomes.

Outcome, economic and process evaluations were then undertaken for each objective. Much of the evaluation was based on qualitative data obtained through consultation with stakeholders such as RIEP officers, schools, and employers. A cost benefit analysis was also conducted to evaluate the program’s economic and social impact using data collected by the program linked with data from the Australian Curriculum, Assessment and Reporting Authority (ACARA).

Finally, working with key stakeholders we made strategic program recommendations that addressed the overall view of the program and key opportunities for improvements and changes across four areas: program strategy, measurement, branding and marketing, and ways of working.

IMPACT

The evaluation led to continued funding of the RIEP Program, immediate adoption of our strategic recommendations - a number are in action including recommended measurement and a KPI framework.

The evaluation of the RIEP Program has also led to other evaluations of NSW Department of Education programs creating a wider transformative impact on the education community.


Supporting the health and wellbeing of the Bundaberg community

IMPACT Community Services (IMPACT) is a Bundaberg-based community services organisation with a mission to help individuals and families build resilience and reconnect with the community for an improved quality of life. They offer a broad range of programs and services, such as NDIS, health, mental health and training and employment services and own and run a number of social enterprises in the region.      

With the changing market environment, IMPACT needed to consider the best way to ensure their financial security and relevance so they could continue to support and transform the community that they love.

OUR APPROACH

IMPACT engaged Sparrowly Group to develop a comprehensive strategic development plan to address the challenges they were facing as an organisation. These challenges were arising due to the changing market environment and were making it difficult for the team to continue to offer the services Bundaberg needed.

As part of the process, we performed a deep audit of IMPACT’s service offerings, client groups, commercial performance and team structures. We undertook detailed stakeholder consultation to get as much data and information as possible, including from IMPACT’s own clients and internal and government agency representatives. We also reviewed the external operating environment to better understand the trends in government funding, NDIS rollouts and support services workforces and how these were impacting IMPACT’s business overall.

Through a step-by-step collaborative process, we were able to develop a series of strategic solutions and create a prioritised action plan designed to help IMPACT transform their services, continue to meet their business needs and fulfil their mission to the Bundaberg community.

IMPACT

IMPACT’s executive team, staff and board were integrally involved throughout the entire strategic journey. Since its launch they have continued to take strong ownership of the plan. This is deeply revealing of their personal commitment to the betterment of the Bundaberg community as a whole.

The process resulted in creating a development plan that laid out activities to improve and unify client experiences and diversify revenue streams across its services. Importantly, the IMPACT team now feels empowered to be able to continue to provide important support services to the Bundaberg community now that will help it transform in the future.
